As early as the 13th century, the practice of fractional reserve management and the problem of bank overindebtedness developed from northern Italy.

Even the threat of the death penalty did not stop many bankers from holding fractional reserves. Then, as now, this problem was exacerbated by the over-indebtedness of states.
