Breach of rules with EU Commission blessing

Shortly before Christmas, the Italian government won the first round of its poker game against tough budget restrictions in EMU. Since not only Italy, but increasingly France and other countries are benefiting from this victory, there is little to suggest that the contractually agreed hard budget restrictions will be enforced.
