Allow bank bankruptcies

The banking crisis of 2008 is still not resolved. The acute crisis of Italian banks is only the tip of the iceberg of problems European banks.

With the ECB's low and negative interest rate policy, the already battered banks are finally breaking away from their business model. Without bank bankruptcies there will be no correction of the financial crisis.
